OSSTF/FEESO Strategic Action Plan 2026–2029—Summary

The OSSTF/FEESO Provincial Executive proudly continues to advance a reimagined Strategic Action Plan (SAP) that lays out a bold, forward‑looking roadmap for our union, our members, and Ontario’s publicly funded education system. Developed with ongoing feedback from leaders, committees, and Provincial Council, this rolling three‑year plan sets clear priorities and reflects our commitment to collective action in an era marked by deep underfunding, political upheaval, and growing threats to the public good.

Amid worsening affordability pressures, increased privatization efforts, and unprecedented strain on our education and post‑secondary systems, the SAP defines where we must focus our energy to protect members, support students, and strengthen public education. It presents a cohesive vision rooted in equity, solidarity, and long‑term strategy—one that will guide us through upcoming rounds of bargaining and into the 2029 provincial election.

At its core, the 2026–2029 SAP is organized around three interconnected pillars:

  • Promote & Protect Public Education
  • Defend & Support Members
  • Mobilize Members & Communities

Pillar 1: Promote & Protect Public Education

Public education remains the foundation of Ontario’s social and economic well‑being, yet government underfunding and pro‑privatization policies have created crisis conditions across the sector. Building on our long-standing mandate, the SAP adopts a proactive, multi‑year strategy to restore confidence in public education, strengthen public engagement, and position OSSTF/FEESO as a leading voice in shaping education policy.

The plan emphasizes:

  • Strengthening public support for education through coordinated campaigns and coalition‑building.
  • Preparing for future bargaining by aligning K–12 and post‑secondary strategies
  • Enhancing political influence by building long-term relationships across the labour and public sectors.
  • Positioning education as a key issue in the 2029 provincial election.

This work aims not only to defend public education from cuts but to make equitable, sustainable investment a political imperative.

Pillar 2: Defend & Support Members

Member protection remains the heart of OSSTF/FEESO’s mission. As workplace conditions deteriorate under chronic underfunding, increased violence, and heavy workloads, the SAP strengthens our commitment to ensuring members’ rights, dignity, and safety.

The plan commits to:

  • Building bargaining power through organizing, training, and multilateral union cooperation.
  • Enhancing workplace safety, including lobbying for education‑specific health and safety regulations.
  • Addressing workplace violence and mental health through new resources and public campaigns.
  • Expanding equity‑focused data collection on employer discipline.
  • Strengthening member engagement through worksite‑level organizing.

This pillar reflects our belief that collective strength and solidarity are vital to improving working conditions and advancing fairness for all members.

Pillar 3: Mobilize Members & Communities

The SAP recognizes that lasting change requires a mobilized membership and strong community alliances. Building on the union’s organizing momentum, it establishes new structures and training to empower members, deepen community ties, and strengthen Ontario’s labour movement.

This pillar includes:

  • Expanding grassroots organizing and leadership development.
  • Strengthening alliances with labour councils and public‑sector unions.
  • Providing province‑wide organizing training in partnership with labour allies.
  • Engaging local communities to defend public services and counter privatization.
  • Supporting political engagement ahead of the 2029 election.

Through this work, OSSTF/FEESO is building a vibrant culture of member‑driven action, solidarity, and shared purpose.

Conclusion

The 2026–2029 Strategic Action Plan sets a clear and ambitious path forward—one that defends public education, protects and empowers members, and strengthens our communities. Its priorities and actions are supported by annual costing and a multi‑year implementation framework designed to bolster the day‑to‑day work of the union while advancing transformative long‑term goals.

Together, through collective purpose and collective action, we remain steadfast in building better schools, stronger campuses, and a more equitable Ontario for all.
