Bill C-39: Federal Government Moving to Restrict the Right to Strike
Bill C-39 is an omnibus bill introduced by the federal government on Monday, September 21, 2026. Part 3 of the Bill makes significant changes to the Canada Labour Code. The government is moving much faster than expected to enshrine its authority to end legal strikes.
Canada’s unions are united against restrictions on the right to strike and attempts to normalize political intervention in legal strikes or further restrictions on workers’ fundamental right to collective bargaining and strike action.
OSSTF/FEESO Districts and Bargaining Units are strongly encouraged to act immediately and engage members using the following actions and resources:
- Send a personalized letter from your union to priority MPs and ministers using the CLC template.
- Share the MP letter action with your members through email, social media, and your organizing networks.
- Promote the text and QR tools that take members directly to the action:
- Text RIGHTS to 55255
- Use the video storytelling tool to help record and share videos about what is at stake.
- Use the social media (SoSha) toolkit to spread the word and bring attention to the issue.
- Use the MP action kit to request meetings with local representatives and deliver our demands directly to MPs.
- Use the messaging kit and speech insert at executive meetings, membership meetings, and community events to explain the threat and move people to take action.
Please encourage members to participate, contact Members of Parliament, and use every available opportunity to reinforce a simple message: workers’ rights are fundamental rights, and the right to strike must be protected.
